Le président syrien Bachar al-Assad a admis lundi que 100 000 soldats avaient été tués et blessés depuis le début de la guerre en Syrie en 2011.
Cela est venu dans une interview avec la chaîne « Russia Today » dans laquelle il a déclaré que ses soldats ne sont pas morts pour le défendre, mais pour l’amour de la Syrie, le pays auquel ils appartiennent.
Assad a affirmé qu’il n’y avait pas de torture dans les prisons du régime, faisant référence au cas de l’enfant Hamza al-Khatib, qui aurait été torturé au début de la révolution et aurait suscité la colère contre Assad. Ce dernier a déclaré que Khatib n’avait pas été torturé,
Il a affirmé que ses services de renseignement avaient la capacité d’apporter toutes les informations concernant un citoyen et qu’il n’était pas nécessaire de recourir à la torture pour obtenir des informations.
Assad a déclaré: « Notre intérêt est de tuer des terroristes afin de protéger les civils, de ne pas laisser des civils et des innocents sous le contrôle de terroristes pour les tuer ».

Une fois de plus, Assad a réitéré ses accusations selon lesquelles la Turquie aurait volé du pétrole, conjointement avec les services de renseignements américains, affirmant que les deux parties étaient des partenaires de « l’État ».
« Les Américains tentent toujours de piller les autres pays de différentes manières, non seulement en termes de pétrole, d’argent ou de finances, mais ils volent leurs droits », a-t-il déclaré.
Assad a ajouté que la Russie défend ses propres intérêts de différentes manières et que lutter conte le terrorisme dans un autre pays signifie se défendre du terrorisme qui pourrait cibler le peuple russe, car le terrorisme n’a pas de frontière et ne reconnaît pas les frontières politiques.
En ce qui concerne les pays arabes, le président du régime syrien a déclaré qu’il rejetait toute coopération en matière de sécurité avec les pays arabes qui l’auraient nié au cours de la dernière période, ajoutant qu’il n’avait pour l’instant aucune relation avec eux.

اعترف رئيس النظام السوري بشار الأسد، الإثنين، بخسارة 100 ألف جندي بين قتيل وجريح منذ بداية الحرب السورية عام 2011.

جاء ذلك في مقابلة مع قناة “روسيا اليوم”، قال فيها إن جنوده لم يموتوا دفاعا عنه، وإنما من أجل سوريا، الوطن الذي ينتمون له.

وزعم الأسد أن لا تعذيب في سجون النظام، مشيرا إلى حالة الطفل حمزة الخطيب، الذي فجرت الأنباء عن تعذيبه في بداية الثورة الغضب تجاه الأسد. وقال الأخير إن الخطيب لم يتعرض للتعذيب، زاعما أن استخباراته لديها القدرة على جلب كافة المعلومات عن أي مواطن، وأنه لا حاجة للتعذيب للحصول على المعلومات.

وفي إشارة إلى القصف المتكرر بما يخالف الاتفاقيات الموقعة حول سوريا، قال الأسد: “مصلحتنا تكمن في قتل الإرهابيين من أجل حماية المدنيين، وليس ترك المدنيين والأبرياء تحت سيطرة الإرهابيين كي يُقتلوا من قبلهم”.

ومرة أخرى، كرر الأسد اتهاماته لتركيا بسرقة النفط، بالاشتراك مع المخابرات الأمريكية، قائلا إن الطرفين شريكان لتنظيم “الدولة”.

وأضاف: “الأمريكيون يحاولون دائما نهب البلدان الأخرى بطرق مختلفة، ليس في ما يتعلق بنفطها أو أموالها أو مواردها المالية فقط، بل إنهم يسرقون حقوقها”.

وقال الأسد إن روسيا تدافع عن مصالحها بطرق مختلفة، وإن دفاعها عن الإرهاب في دولة أخرى يعني دفاعا عن الإرهاب الذي يستهدف الشعب الروسي، لأن الإرهاب لا حدود له ولا يعترف بالحدود السياسية.

وحول الدول العربية، قال رئيس النظام السوري إنه يرفض أي تعاون أمني مع دول عربية عملت ضده خلال الفترة الماضية، مضيفا أنه لا يوجد علاقات معها حتى الآن.

SNHR Documented One Massacre and 27 Persons Who Died due to Torture

The SNHR announced in its monthly report released today that at least 171 civilians, including two media workers, were documented killed as a result of the conflict in Syria in October 2019 at the hands of the main perpetrator parties to the conflict in Syria, in addition to 27 persons who died due to torture.
The 17-page report states that the crime of murder has become widespread and systematic, mainly at the hands of Syrian regime forces and their affiliated militias, adding that the entry of several parties into the Syrian conflict has increased the importance and complexity of documenting the victims killed in Syria.
The report notes that since 2011, the Syrian Network for Human Rights has created complex electronic programs to archive and categorize the victims’ data, enabling the network to catalogue victims according to the gender and location where each was killed, the governorate from which each victim originally came, and the party responsible for the killing, and to make comparisons between these parties, and identify the governorates which lost the largest proportion of residents. The report catalogues the death toll of victims according to the governorate in which they were killed, rather than by the governorate they originally came from.

This report records the death toll of victims documented killed by the main perpetrator parties to the conflict in Syria in October 2019, particularly focusing on the victims amongst children and women, those who died due to torture, and victims amongst media and medical personnel, paying particular attention to the massacres committed by the main perpetrator parties to the conflict over the past month.

The report includes the distribution of the death toll of victims killed by each of the main perpetrator parties in the Syrian conflict, noting that in regard to joint attacks, when SNHR is unable to definitively assign responsibility for specific attacks to one specific party, as in the case of air strikes by Syrian or Russian warplanes, Syrian-Iranian attacks, or attacks by the Kurdish-led Syrian Democratic Forces and International Coalition forces, we indicate that responsibility for these attacks is held jointly by the parties in question until we are able to establish with a high degree of probability which one of the parties was responsible, or it’s proved that the attack was a joint initiative carried out in coordination between the two parties. In addition, in cases where we are unable to definitively assign responsibility for a particular killing to one of two possible parties because of the area’s proximity to the lines of engagement, the use of similar weapons, or other reasons, the incident is categorized among ‘other parties’ until we have sufficient evidence to conclusively assign responsibility for the violation to one of the two parties.

The report draws upon the ongoing daily monitoring of news and developments, and on an extensive network of relations with various sources, in addition to analyzing a large number of photographs and videos.

The report records the deaths of 171 civilians in October, including 28 children and 18 women (adult female). This figure is broken down according to the perpetrators in each case, with 52 civilians, including eight children and five women, killed at the hands of Syrian Regime forces, while three civilians, including one woman, were killed at the hands of Russian forces, and three civilians were killed at the hands of ISIS, and two others were killed at the hands of Hay’at Tahrir al Sham.
The report also documents in October the deaths of 30 civilians, including six children and two women, were killed at the hands of Syrian Democratic Forces. The report also documents 81 civilians, including 14 children and 10 women, killed at the hands of other parties.
The report records that among the victims were two of the media workers, with the report being unable to identify the party responsible for their killing up until the preparation of this report.

According to the report, the SNHR’s working team documented at least 27 persons died due to torture in October; all died at the hands of Syrian Regime forces.

The report also documents one massacres in October committed by Syrian Regime forces, using the term ‘massacre’ to refer to an attack that caused the death of at least five peaceful individuals in the same incident.

The report stresses that the Syrian government has violated international humanitarian law and customary law, and all UN Security Council resolutions, particularly resolution 2139, resolution 2042, and resolution 2254, all without any accountability.
The report notes that there is no record of any warnings being issued by the Syrian Regime or Russian forces prior to any attack in accordance with the requirements of international humanitarian law. This has been the case since the beginning of the popular uprising for freedom, providing another blatant demonstration of these forces’ total disregard for the lives of civilians in Syria.

According to the report, Extremist Islamist groups have violated international humanitarian law by killing civilians, while the indiscriminate and disproportionate bombardment carried out by an alliance of forces comprising International Coalition forces and Syrian Democratic Forces is considered a violation of customary international humanitarian law, inadvertently causing loss of civilian lives or injuries to civilians.

The report calls on the Security Council to take additional steps following its adoption of Resolution 2254, and stresses the importance of referring the Syrian case to the International Criminal Court, adding that all those who are responsible should be held accountable including the Russian regime whose involvement in war crimes has been repeatedly proven.
The report also requests that all relevant United Nations agencies make greater efforts to provide food, medical and humanitarian assistance in areas where fighting has ceased, and in internally displaced persons camps, and to follow up with those States that have pledged voluntary contributions.

The report calls for the implementation of the ‘Responsibility to Protect’ after all political channels have proved fruitless through all agreements, the Cessation of Hostilities statements, and Astana agreements that followed, stressing the need to resort to Chapter VII, and implement the norm of the ‘Responsibility to Protect’, which was established by the United Nations General Assembly.

The report calls on the Independent International Commission of Inquiry (COI) and the International, Impartial, and Independent Mechanism (IIIM) to launch investigations into the cases included in this report and previous reports, and confirms the SNHR’s willingness to cooperate and provide further evidence and data.

The report also calls on the United Nations Special Envoy to Syria to condemn the perpetrators of crimes and massacres and those who were primarily responsible for dooming the de-escalation agreements to failure, to re-sequence the peace process so that it can resume its natural course despite Russia’s attempts to divert and distort it, and to empower the Constitutional Commission prior to the establishment of a transitional governing body.

The report emphasizes that the Russian regime must launch investigations into the incidents included in this report, make the findings of these investigations public for the Syrian people, and hold the people involved accountable, as well as demanding that the Russian regime, as a guarantor party in Astana talks, should stop thwarting de-escalation agreements.

The report also stresses that the Syrian regime must stop the indiscriminate shelling and targeting residential areas, hospitals, schools and markets, as well as ending the acts of torture that have caused the deaths of thousands of Syrian citizens in detention centers, and complying with UN Security Council resolutions and customary humanitarian law.

The report stresses that the states supporting the SDF should apply pressure on these forces in order to compel them to cease all of their violations in all the areas and towns under their control, adding that all forms of support, military and all others, should be ceased unless the SDF stops all its violations of international human rights law and international humanitarian law.

The report calls on the Armed Opposition factions to ensure the protection of civilians in all areas under their control, and urges them to investigate incidents that have resulted in civilian casualties, as well as calling on them to take care to distinguish between civilians and military targets and to cease any indiscriminate attacks.

As the report states, Operation Peace Spring alliance should investigate the incidents that resulted in civilian victims and determine the causes behind them, apologize for these, compensate the victims and hold those responsible accountable, as well as working to prevent the recurrence of such incidents. The report adds that the committee established by the Defense Ministry of the Syrian Interim Government to investigate abuses and breaches should publish the findings of its investigations into violations on a dedicated website, update this data regularly, issue recommendations and follow up on their implementation.

Lastly, the report stresses the need for international organizations to develop urgent operational plans to secure decent shelter for internally displaced persons.

Des retraits successifs des membres du Comité Constitutionnel !!!


On nous annonce la tenue de la 1ère réunion du Comité constitutionnel syrien, ce jour, à Genève sous l’égide des Nations unies…

Trois formations constituent le Comité, réparties d’une manière équitable : 50 représentants du gouvernement syrien du régime de Bachar Al-Assad, 50 de l’opposition et 50 de la société civil.

Or, des personnes de la société civile ont annoncé successivement leurs retraits du Comité pour des raisons diverses…

Que signifient ces retraits ? Ont-ils été remplacés ?
Pourquoi ces retraits sont passés sous silence ?

Des retraits successifs des membres du Comité Constitutionnel…

Il y a trois semaines.

JesrPress a appris de sources privées qu’un groupe de membres du Comité constitutionnel syrien, qui a été inclus dans la liste de la société civile, est sur le point de se retirer du comité et a confirmé le retrait de deux membres jusqu’à présent.

Selon des sources de presse, le militant des droits de l’homme Mazen Darwish, membre du comité figurant sur la liste de la société civile, s’est excusé de ne pas pouvoir poursuivre les travaux de la Commission constitutionnelle, ce qui en fait le troisième membre de la liste qui annonce son retrait après Hadia Qaoukji et Bahjat Hajjar.

Il est prévu que le nombre de retraits de la liste de la société civile, qui comprend cinquante membres, atteindra sept personnes, en raison des craintes pour leurs proches résidant dans les zones contrôlées par le régime, malgré les assurances données par l’ONU et les garanties fournies par l’envoyé international en Syrie, Ger Pedersen, aux membres de la Commission.

Les autorités du régime ont arrêté mardi matin un membre du Comité constitutionnel pour l’opposition du Comité de coordination nationale, alors qu’il se rendait aux réunions du Comité en Arabie saoudite, avant d’être libéré le soir même.

اعتذرت السيدة لمى قنوت، خريجة جامعة دمشق للفنون الجميلة، عن المشاركة في اللجنة الدستورية، بعد تلقيها دعوة من مكتب مبعوث الأمم المتحدة لسورية بتاريخ 24/10/2019 للمشاركة في اللجنة الدستورية ضمن مجموعة المجتمع المدني٠

انسحابات متوالية لأعضاء اللجنة الدستورية

علمت “جسر” من مصادر خاصة أن مجموعة من أعضاء اللجنة الدستورية السورية التي أدرجت في قائمة المجتمع المدني في طريقها للإنسحاب من اللجنة، وتأكد انسحاب عضوين فيها حتى الآن.

وكانت مصادر صحفية قد تحدثت عن أن الناشط الحقوقي مازن درويش، العضو في اللجنة عن قائمة المجتمع المدني، قدم اعتذاراً عن عدم المتابعة في أعمال اللجنة الدستورية، ليكون بذلك العضو الثالث عن القائمة الذي يعلن انسحابه بعد كل من هادية قاوقجي وبهجت حجار.

ومن المتوقع أن يبلغ عدد المنسحبين عن قائمة المجتمع المدني التي تضم خمسين عضواً، سبعة أعضاء، وذلك بسبب خشيتهم على ذويهم المقيمين في مناطق سيطرة النظام، على الرغم من تطمينات الأمم المتحدة والضمانات التي قدمها المبعوث الدولي إلى سوريا غير بيدرسن لأعضاء اللجنة.

وكانت سلطات النظام قد اعتقلت صباح أمس الثلاثاء أحد أعضاء اللجنة الدستورية عن هيئة التنسيق الوطني المعارضة، خلال توجهه لحضور اجتماعات اللجنة في السعودية، قبل أن تفرج عنه في مساء اليوم ذاته.

عبد القادر موحد الرئيس المشترك لمكتب الشؤون الإنسانية وشؤون المنظمات في الإدارة الذاتية لشمال وشرق سوريا أكد ان مخيم عين عيسى لللاجئين بات بلا حراسة وبلا إدارة وتم انسحاب الحامية التابعة لقوى الأمن الداخلي منه بعد أعمال الشغب التي قام بها عوائل مقاتلين تنظيم داعش داخل المخيم إثر القصف التركي في على أطراف المخيم، مم أدى إلى هروب أكثر من 750 شخص من عوائل تنظيم داعش من داخل المخيم.

Le Premier ministre israélien Benjamin Netanyahu a rejoint la chorale condamnant l’opération turque, prévenant de la possibilité d’un nettoyage ethnique. Il a déclaré dans “Twitter”: « Israël condamne fermement l’invasion turque des zones kurdes en Syrie et met en garde contre l’implication de la Turquie et de ses agents dans le nettoyage ethnique des Kurdes ». « Israël est prêt à fournir une assistance humanitaire au commando du peuple kurde », a-t-il ajouté.

وماذا عن الشعب الفلسطيني المغوار ؟

وانضم إلى جوقة المنددين بالعملية التركية، رئيس الوزراء الإسرائيلي بنيامين نتنياهو، “محذراً من احتمال حدوث تطهير عرقي”. وقال في “تويتر”: “إسرائيل تندد بقوة بالغزو التركي للمناطق الكردية في سوريا وتحذر من ضلوع تركيا ووكلائها في تطهير عرقي للأكراد”. وأضاف: “إسرائيل مستعدة لتقديم مساعدات إنسانية للشعب الكردي المغوار”.
